Ground-breaking labour deal signed at Hop Lun Bangladesh

DHAKA - A collective bargaining agreement (CBA) was recently successfully signed between Hop Lun Intimate (BD) Ltd Sommilito Sramik Union and Hop Lun management. The union, affiliated with IndustriALL Global Union through the Sommilito Garments Sramik Federation (SGSF), reached the agreement following four rounds of negotiations that began in August 2024.

The agreement, which took effect in December 2024, includes a 10 per cent increment in workers' basic wages. Initially, the union had proposed an annual wage increment of 20 per cent of the total wage. Additionally, the attendance bonus has been increased from BDT 800 (US$6.50) to BDT 1,050 (US$8.50) and will no longer be deducted for approved leave. Workers with a tenure of six months or more are entitled to a festival bonus equivalent to their full basic pay.

As part of the agreement, management has committed to promoting a minimum of 100 workers annually, with at least 80 per cent of those promotions going to women. Women workers will benefit from maternal welfare provisions aligned with Bangladesh’s labour laws, which include 122 days of maternity leave. Pregnant workers will also receive free ultrasonography services and additional meals to meet a daily calorie requirement of 2,400 calories. Day-care and childcare facilities will be provided for children under six years old, including balanced meals and play arrangements.

The agreement also incorporates provisions to support disability rights, gender diversity, and equality. Management has agreed to promote gender diversity by organising training sessions.

Nazma Akter, executive committee member of IndustriALL Global Union and president of SGSF, described the agreement as a significant achievement, highlighting the inclusion of progressive measures such as disability rights, gender equality, and provisions addressing a Just Transition.

The agreement also establishes a permanent Just Transition committee, comprising representatives from both the union and management. The committee’s responsibilities include formulating a code of conduct and conducting regular discussions on climate change and strategies to address its impact.

Christina Hajagos-Clausen, IndustriALL’s textile and garment director, extended congratulations to the union and workers of Hop Lun for successfully negotiating the agreement. She reaffirmed IndustriALL’s commitment to supporting its affiliates in advancing workers’ rights.

This agreement is viewed as a progressive step towards improving workers’ rights and welfare in the garment sector, particularly in areas of gender equality, disability inclusion, and sustainability.
